Duplicate of BUG-000109806: BUG-000109806 is specifically written for Oceans basemap and this is for Terrain with Labels, the underlying issue is identical. See Public Explanation of BUG-000109806 for justification and steps for Workaround.

Workaround

Remove the reference layer from the basemap. Leave it as an operational layer or move it back to the basemap and the issue is resolved.
