Version 100.2 (including version 100.2.1) is the last release to support development with Visual Studio 2012 or 2013. With the version 100.3 release, the minimum versions are Visual Studio 2015 (WPF, Xamarin.Android, and Xamarin.iOS) and Visual Studio 2017 (UWP).Workaround
Visual Studio 2015 and 2017 work as expected.Steps to Reproduce
