Taking data offline fails when the published feature class uses a definition query with the substring function.

Workaround

Update the definition query to enclose the substring function results in single quotes, then republish the service.

Example:

• SUBSTRING(Description,1,2) = 61 fails
• SUBSTRING(Description,1,2) = '61' succeeds
