Workaround

For situation where both layers of the MultiLayerMarkerSymbol are the same symbol (e.g. circles), then a temporary workaround is to create a SimpleMarkerSymbol and make the outline thicker (use ISimpleMarkerSymbol.OutlineSize), to approximate the effect of a MultiLayerMarkerSymbol.
