Symbology values are not added correctly when the field being used to symbolize the data has the same alias name as another field in the attribute table.

There are no plans to release an ArcGIS Desktop 10.9, and we recommend that you migrate to ArcGIS Pro. Make sure that the field aliases are not identical. Numbers and symbols can be used to differentiate the field aliases.
