Additional Information

Upgrade ArcGIS Enterprise to 10.9.1 or a newer version and publish a map service from ArcGIS Pro.

Workaround

  1. Upgrade to ArcGIS Enterprise 10.9.1.
  2. Migrate map services to use the ArcGIS Pro runtime.
  3. Perform publishing workflows from ArcGIS Pro.

There is no workaround identified for publishing from ArcGIS Pro or ArcMap to ArcGIS Enterprise 10.8.1.
