Unable to reproduce the issue on the newest version of ArcGIS online with the provided sample app or a newly created map/app.Workaround
Turn on layer in the web map prior to opening the application. Note this workaround only works if the layer is never turned off in the application using the Layer List widget.Steps to Reproduce
