This issue is no longer reproducible in ArcGIS Pro version 2.3 Beta.Workaround
Resize the image so that the aspect ratio is the reciprocal of the original aspect ratio of the image with a constant width, and provide the symbology (for example, an image with a pixel size of 506 x 204 must be resized to 506 x 1255 for the image to display fine).Steps to Reproduce
