Workaround

1. Descending sort the Excel file based on the symbolization field, in this case it's SPEED, save the sheet as a new Excel file.2. Use "Make XY Event Layer tool" in ArcToolbox -> Data Management Tools, make a new XY Event Layer based on the new Excel file.3. Change the setting of Symbology Properties as you want.
