Additional Information

This issue cannot be reproduced using ArcGIS Enterprise 12.0. When symbol layer drawing is set, a GetMap request must include all layers in the default order for the WMS server to honor the symbol layer drawing. Changing the layer order or not including a layer will cause the WMS server to break the symbol layer drawing rules.
