Workaround

  1. Manually terminate the OpenJDK process found at C:\Program Files\ArcGIS\Server\framework\runtime\jre\bin\javaw.
  2. Restart the ArcGIS Server Windows service.
  3. Restart the machine where ArcGIS Server is installed.
