Survey123 forms published from ArcGIS Survey123 Connect (version 3.22) and opened in the ArcGIS Survey123 web app do not translate to the default web browser language if it differs from English.

Workaround
- Force the desired language by appending &local=fr to the URL after the item ID. For example: https://survey123.arcgis.com/share/ccd1baae9c8e426fb4e92bfa1e508ed0?locale=fr&portalUrl=https://tsvmage113w2k22.tssupport.int/portal
- Translate the form manually, refer to ArcGIS Survey123: Manage multiple languages
