Supporting Microsoft Virtual Earth that are part of the ArcGIS Online Premium Services program in ArcGIS Publisher and ArcReader. Currently layers like Microsoft Virtual Earth are not supported in ArcReader.

Workaround
Where if you use grouped layers that are also available at the above site; you have the ability to publish the mxd out to a pmf file and the file will have data.Steps to Reproduce
