Additional Information
The behavior of the locator is as designed based on the settings of the locator. The Suggestions for Subaddresses option was set to 'Suggest after full unit is typed', which means when searching for an address that contains a subunit, the full subaddress name must be typed to return a suggestion for the subaddress location. This is the default behavior of the locator. For the 'Suggest when base address is typed' to work, a feature that represents the base address with no values in the Unit field must be present in the locator to see the suggest candidates listed for the base address. The data the locator was built with had a value of '999' in the Unit field of the base address.
Workaround
In ArcGIS Pro 3.0 or later, use either the 'Suggest when base address is typed' or 'Suggest as partial unit is typed' option for the Suggestions for Subaddresses setting in the Locator Properties, instead of the default setting of 'Suggest after the full unit is typed'.
