Workaround

  1. Publish the same Utility Network to ArcGIS Enterprise 10.8.1.
  2. Certain more significant changes can trigger dirty subnetwork recognition, such as:
  • Changing terminal connections for the subnetwork controller.
  • Renaming the subnetwork controller.
