Additional Information

This issue is not reproducible. Ensure a point has been dropped on the map beforehand. If using GPS and no valid location is passed or is outside of required accuracy, no point is dropped, and the ability to submit is not active.

Workaround

Symbolize using unique values in ArcGIS Enterprise instead of ArcGIS Pro 2.5.
