The map link provided is the raster version of a topographic map. These maps are going into mature support in early Q3, 2021. Refer to this link: https://www.esri.com/arcgis-blog/products/arcgis-online/announcements/reminder-raster-basemaps-services-moving-to-mature-support/ The line in question is an Admin3 line, such as a township or city boundary, not an Admin2 / County. -- Please update the map usage to one of the vector basemaps. The line in question does not move around in any of the vector map styles.
