This issue is fixed with a previous raster basemap update.Workaround
Migrate the basemaps to the Esri Vector Basemaps. Organizations can set their default basemap gallery to vector styles. Raster basemaps (non-imagery maps) is entering mature support. Refer to the following link for more details, https://www.esri.com/arcgis-blog/?s=#&tag=vector-basemaps.
