This issue will not be fixed in ArcMap. ArcGIS Pro no longer has the Enter store addresses functionality, so the issue is no longer applicable. The recommendation is to use Editor to create a table, and then geocode it using the Geocode Table pane in ArcGIS Pro.Workaround
