Starting a service with a minimum instance of 1 causes the service locks not to release, if the service is consumed while it is starting.

Workaround
This is not reproducible on ArcGIS GIS Server 10.6. Upgrade to ArcGIS GIS Server 10.6.ORSince the service does not start anymore, follow this workflow to recover it.1. Stop the ArcGIS Server Windows Service2. Navigate to this directory in a Windows File Explorer. C:\arcgisserver\config-store\services\CaliTest.MapServer\startup\172.16.169.80 (this is machine specific).3. Delete the lock files within this folder.4. Restart the ArcGIS Server Windows Service.5. The faulty service is in "Stopped". Start the service successfully.ORChange the minimum instances to 0.Steps to Reproduce
