Standby node stays standby in Portal for ArcGIS high availability configuration in case of primary node outage if the standby node stops before, or at the same time as the primary node stops.

Additional Information

The reason the standby does not automatically promote itself is due to the risk of data loss. It's not possible for the standby to know whether content has been created or modified while its been off, so in the following situation, there will be data loss: 1. Stop standby 2. Create content, which is written to the database on primary 3. Stop primary 4. Start standby If the standby were to promote itself automatically, anything that was modified or created after the standby was stopped would be lost.

Workaround

Make sure that the primary machine is accessible when the standby starts.
