Specify that the 32-bit version of the Microsoft Access Database Engine 2010 Redistributable driver is the necessary version to install for both 32-bit and 64-bit versions of Microsoft Office to allow ArcMap to read .xlsx files on this document: http://desktop.arcgis.com/en/arcmap/latest/manage-data/tables/understanding-how-to-use-microsoft-excel-files-in-arcgis.htm.
