This issue is fixed in the 1 February 2024 update of ArcGIS Hub. Refer to https://hub.arcgis.com/pages/changelog for more information.Workaround
- Publish the feature service directly through the ArcGIS Online interface instead of ArcGIS Pro.
- Disable Hosted Downloads.
