Workaround

10.9.1 - 11.3: 

Uninstall the patch from the ArcGIS Server machine:

  • Open the Control Panel.
  • Within Programs>Uninstall a program.
  • Select View installed updates.
  • Right click ArcGIS Server Security 2025 Update 1 Patch > Uninstall
