Some tools from the Spatial Statistics toolbox fails when working on a Japanese operating system with the Japanese language pack installed.

Due to no known fonts are guaranteed to be displayed cross machines and pdf output was originally created because there wasn't chart capability in Pro before, so we can solve this issue by adding chart to output table now.There are three tools provide PDF outputs. 1) Grouping: deprecated in 2.22) OLS: going to be deprecated in 2.43) Incremental Spatial Autocorrelation: the chart in pdf can be added to output table. Issue #1801 is created.Steps to Reproduce
