Only reproducible with Beta Sentinel Imagery.

Workaround

Copy the service URL to subscriber content and add it to the Content page in ArcGIS Online. Use this service to configure the web map. 'No Subscriber Content' is still listed in Operations Dashboard for ArcGIS but the item is publicly accessible .
