Workaround

1. Change the direction of digitizing for one line of the co-located pair that is being geocoded incorrectly on ArcGIS for Desktop 10.3.1. This can be done in an edit session using the Flip command. Do not delete and re-add the feature, as that changes the order of the feature in the feature class, in cases where the issue depends upon the order of evaluation of features when the locator is created. 2. Move the address data to the fields for the opposite ‘side’ (to the FromR and ToR fields in this case because the data are originally in FromL and ToL). 3. Order the ‘From and To’ in the opposite direction. Typically ‘From’ is lower and ‘To’ is higher; reverse the order for this data. 4. Rebuild the locator.
