Add data from ArcGIS Online is not for webmaps. Use File > ArcGIS Online.Workaround
This is not a bug. Searching using Add Data > Add Data from ArcGIS Online only returns data, not WebMaps. In order to find data AND maps, use File >"ArcGIS Online...".Steps to Reproduce
