Some layers of a Web Map Tile Service (WMTS) service or Web Map Service (WMS) service which is secured with HTTP Basic authentication are not accessible on ArcGIS Pro.

Additional Information
The response headers from the service do not indicate that the service is secured using basic authenticate scheme, so the client never sends authentication info.Workaround
Only for the Web Map Tiles Services (WMTS) services.
Connect using one of the following URLs:
- https://data.geopf.fr/private/wmts?SERVICE=WMTS&VERSION=1.0.0&REQUEST=GetCapabilities&apikey=ign_scan_ws
- https://data.geopf.fr/private/wmts
Expand the Custom request parameters, insert the following values in the table:
- Parameter: apikey
- Value: ign_scan_ws
