Solving routes in ArcGIS Pro using a German mobile map package (MMPK) is very slow compared to solving the same route using an equivalent file geodatabase network dataset in ArcMap.

This is expected behavior at this time. Esri is investigating ways to improve performance, but this is most likely not be addressed in the next release.
