Workaround

Change this line in soemanager.bat:java -classpath "%SERVERJAVA94%java\lib\arcobjects.jar;SOEManager.jar"com.esri.arcgis.tools.SOEManager %1 %2 %3 %4 %5 %6 %7tojava -classpath "%SERVERJAVA94%java\lib\arcobjects.jar;%SERVERJAVA94%java\tools\soemanager\SOEManager.jar" com.esri.arcgis.tools.SOEManager %1 %2 %3 %4 %5 %6 %7
