Workaround
Three workarounds can be used to avoid the issue:
- Disable the reference scale, right-click the Map and navigate to Properties, General, Reference scale then uncheck the box.
- Disable or enable the ‘Scale symbols when a reference scale is set’ setting on all the layers with intersections to snap to.
- When snapping to intersections between line feature classes, use the Line Intersection tool in the Edit tab in the Tools group.
