This issue is fixed in ArcGIS Maps SDK for JavaScript 4.31 and the Scene Viewer November 2024 release.Workaround
- Use the ArcGIS Instant Apps 3D Viewer template as an alternative, as it does not exhibit this behavior.
- Reduce the number of layers in the web scene.
