When loading the web map, it has a total number of resources of around 650 mbs stored in the web map. There are plans to not load resources when the layer is not visible, improving the performance in a case where layers are turned off, but eventually, the issue will reproduce if all 40 KMLs are turned on.Steps to Reproduce
