Since the ArcGIS November release, ArcGIS Experience Builder applications using custom URL filter parameters can no longer pan and zoom to filtered features.

Additional Information

This is not a bug, and it is by design. When using URL filter parameters, zoom to/pan to should not take effect. After the November 2024 release, we have fixed this issue.
