Workaround

Correct Command is:softwareauthorizationls.exe -s -ver 10.2 -lif "<path to .prvs file>"(-ver needs to be in right location).Note Provisioning File 'Email=' should be filled out or file will not authorize silently.After authorization, re-read licenses using the License Server Administrator, then the Availability will show correctly (authorizing silently does not force the licenses to be read).
