This is a known limitation in ArcGIS Enterprise 10.6.1. This is addressed in ArcGIS Enterprise 10.7.1, with improved workflows for publicly shared dashboards.

Workaround

Disable Allow anonymous access to your portal in Portal for ArcGIS.
