Sharing data as Runtime content in ArcGIS 10.2.2 does not consistently export all of the data if the dataset is large.

this issue is not fixed in any version. The reason this issue has been misdiagnosed because it is variable from machine to machine, depending on the individuals users settings of how and where the Prepare (Analyzer) window pops up during the sharing process. The reason that zoom to extent works is a fluke or a red herring because by zooming to extent, it moved the features enough so that the Prepare window did not overlap.
Workaround
Ensure that the Prepare window is floating, not docked. During the sharing process, the Prepare window is present. It is modeless and can be altered to being undocked. Once undocked it, it remains undocked for subsequent sharing operations.Alternatively, dock the Prepare window in the Table of Content (TOC) or other windows. This way it always appears but never interferes with the extent.Another option is, during the sharing process, when the Prepare window appears, zoom to the extent of the layer or reset to the desired extent.
