Sharing a survey created in ArcGIS Survey123 Connect publicly from the Collaboration tab on the ArcGIS Survey123 website changes the sharing level of the hosted feature layer to 'Everyone (public)' as well after the 'Public data collection' functionality is introduced in ArcGIS Online September 2020 release.

Additional Information

This is by design. When a form created with ArcGIS Survey123 Connect is shared, the feature service is also shared to enable data collection, the Fieldworker view is not created for surveys published by Survey123 Connect.

Workaround

  1. In ArcGIS Online, navigate to Content > My Content.
  2. In the Folders section, click the survey folder.
  3. Change the sharing level of the hosted feature layer back to 'Owner'.
  4. Check if submission populates fine from the Data tab.
