Sharing a model as a geoprocessing package fails with "Error 999999" when the code samples title is not added in the metadata section of the model. Error messages in the analysis do not indicate the requirement to add a title for code samples.

This is not reproducible. Note -- the code samples is NOT a requirement to making a geoprocessing package (gpk).

Workaround

Add the title in the required fields in the metadata.
