For the scenario of a dataset based on a service with multiple layers, the expected or designed behavior is to show the extent in the preview area, and allow the end-user to choose which layer to show by choosing the layer with the dropdown menu next to the download button.Workaround
Publish each layer to ArcGIS Online separately instead of sublayers of one service.
