Workaround
Turn off the back side of areal features and the issue goes away. Steps are as follows:1) Open the ArcScene document2) Open the 3D Effects toolbar3) Select the layer in the combo box4) Click the Layer Face Culling button5) Select the 'Hide back side of areal features' option6) Repeat from step 3 on, for as many layers as neededThe issue is OpenGL's precision is drawing slivers of the back of the draped polygons on top of the front side, and is a known limit with the current OpenGL rendering pipeline.
