Setting up an ArcGIS Server site to act as the Workflow Manager Server and including the licensing but forgetting to install the Workflow Manager software on the said machine renders the server's configured web adaptor no longer available.

Workaround

Install the Workflow Manager software on the Workflow Server machine. Re-register the web adaptor for the ArcGIS Server machine; from there, all federation validates.
