Bug
Setting the Use NetworkLinkControl Tag, Link Description, and One Time Message parameters from ArcGIS Server Manager for a KML Service does not save the properties. If one sets these properties from the ArcGIS Server Admin API, it will set the properties, but they will be ignored.
