Setting the network Service Area Solver property 'timeOfDay' after the service area layer is created has no effect in ArcPy for ArcGIS Pro.

Workaround

Note: In the future, use the new arcpy.nax module for network analysis workflows in Python. The new module is faster and cleaner than using the Make*Layer, Add Locations, and Solve workflow in a Python script.
