This issue is not reproducible in ArcGIS Experience Builder. If this issue occurs, reach out to Esri Support Services as additional information is needed for further investigation.Workaround
Turn off the usage limit, however in this case, the customer is contracted to limit the degree to which users can access the service. The number of requests is to be limited to the web experience as requested from the customer, it has been created but applying a usage limit to the experience.arcgis.com domain results in not being able to print.
