Setting a view definition on a hosted feature layer view in ArcGIS Online cause attachments in Collector for ArcGIS (for points that are not displayed due to the view definition) to not be submitted to ArcGIS Online.

Workaround

Rather than using a view definition, configure a filter on a hosted feature layer to have only certain features display within the web map in Collector for ArcGIS.
