Bug
Set editing permissions on a hosted feature layer in ArcGIS Online to allow editing, but only to update attributes and geometry. In ArcGIS Online, this rule is followed and new features cannot be added. However, in ArcGIS Pro, these rules are ignored and features can be added in and saved in the hosted feature layer, and can be viewed in ArcGIS Online as well.

This behavior is as designed based on the account logged into ArcGIS Pro and the account privileges. Item owners, users with the default Administrator role, or those with a custom role and the 'Edit with full control' privilege are able to edit features regardless of the item's settings.
