Additional Information
Service layer credits are derived from the service layers in a map; these are not read from the web webmap (basemap).
Workaround
If the WMTS is added directly into Portal NOT as a basemap, the Service Level Credits is available.
- Obtain a WMTS. For this testing, WMTS by the National Oceanic and Atmospheric Administration (NOAA) is utilized: gis.charttools.noaa.gov/arcgis/rest/services/MarineChart_Services/NOAACharts/MapServer/WMTS
- Navigate to your federated portal (11.1) and click Content.
- Click New Item > URL > Paste the WMTS URL and click Next > click Next again > Give it a name and click Next again > and wait for it to get added to your portal.
- Once it is added to your portal successfully, navigate to the item details of this freshly added WMTS Service and edit the Credits (Attribution), for example: This is a test for Service Level Credits.
- Navigate to ArcGIS Pro (3.x) and log in into the correct Portal > Navigate to Catalog > Portal and look for WMTS service and add it to the ArcGIS Pro project.
- Once this is added, click the Service Layer Credits button and it shows up as expected. This can then also be tested in New Layout > Dynamic Text > Service Layer Credits and it shows up as expected.
