Service layer(s) in web maps are dropped when opened in ArcGIS Desktop or ArcGIS Explorer Desktop if there are map note layers underneath the service layer(s) in the web map drawing order. (Explorer Online allows web map authors to move map note layers underneath service layers in the Contents window)
